A distinguished Angolan professional, recognized for his contributions to economics, finance and governance, both nationally and internationally. With a rich and diverse career, he has played crucial roles in shaping economic policies and fostering strategic leadership, leaving a lasting impact on the global economic development landscape. As Chairman of the Sovereign Wealth Fund, Mr. Manuel uses his extensive experience in sovereign wealth fund management to drive sustainable economic development and strengthen Angola’s economic resilience. In his role as Advisor to the President of the Republic of Angola on the Economic and Social Council, he provides strategic insights and policy recommendations to the President, contributing significantly to the country’s economic and social development agenda.
His dedication to education and research highlights his passion for nurturing talent and promoting intellectual growth.
He graduated in economics from Universidade Agostinho Neto in 1995 and earned a Master’s Degree in Quantitative Economics from London Guildhall University (now known as London Metropolitan University) in 2001. He began his professional career as a teacher, teaching at several educational institutions in Angola. He worked at the Ministry of Finance from 1993, holding different positions, including National Director of the Treasury.
Since then, he has held several positions in the Angolan Government, as well as renowned multilateral organizations. He was the founder and first President of the Board of Directors of the Sovereign Fund of Angola. From May 2013 to September 2016, he served as Angola’s Minister of Finance, leading public sector and fiscal reforms, particularly during the fall in global oil prices.
