Governor
Province of Cebu
Philippines
Cebu made history in its 435-year history when it entrusted the reins of the Provincial Government to the first woman governor in Gwendolyn Pilar Fiel Garcia.
Known for her motto, “Dili sulti ang pabuhaton, buhat maoy pasultihon”, which is translated roughly as “action, not words,” she redefined Cebu for the world to mean more than just its urban core.
Garcia spearheads Cebu’s ascent as the unquestioned leader among 82 provinces in the Philippines. It is today the richest province, with assets pegged at 309.8 billion pesos.
Under her leadership, Cebu has become the preferred site for rest and relaxation among local and foreign tourists with its wide variety of tropical offerings; as well as the top-of-mind destination for investments in the region.
She is Cebu’s most beloved government official, being the longest-serving governor in the Province of Cebu having finished three full terms in office from 2004 to 2013; became a congresswoman for two terms from 2013 to 2019; was elected again for an unprecedented fourth term as governor in 2019 and now serving her fifth term, breaching the one-million mark for an elected official in Cebu in the 2022 elections.
She is consistently the top-performing governor in the country earning an exceptionally high job performance score from her constituency.
