Mr. Macasaet was the President and Chief Executive Officer of the Philippine Social Security System (SSS), the government agency in charge to provide social security protection to private workers, local or overseas, and their beneficiaries, from 5 January 2023 to 6 October 2024. He also previously held the position of President and General Manager of the Government Service Insurance System (GSIS), from 2019 to 2022, and as the Chairperson of the GSIS’ Board of Trustees in 2018. GSIS is the government arm mandated to administer various social security benefits to government workers.
As the SSS PCEO, he was responsible for the general conduct of the operations and management functions of the SSS, carrying out of its programs, and implementing the policies of the Social Security Commission (SSC), the highest governing board and policy-making body of the SSS. Macasaet was also the Vice-Chairperson of the SSC.
In his administration, Macasaet focused on customer-centric innovations that bring social security protection and services closer to vulnerable and hard-to-reach communities. He continued to strengthen SSS programs such as (1) KaSSSangga Collect Program, which ensures social security coverage and protection of temporary public workers, (2) E-Center sa Barangay, a partnership with local government units (LGUs) in setting up an SSS E-Center to assist their ka-barangays in using SSS online services, (3) SSS eWheels, a mobile service program that brings SSS services closer to far-flung or “last-mile” communities, and (4) constant dialogue with SSS stakeholders through regional visits.
Under his leadership, SSS recorded a historic high of three million new members from January to September 2024, more than double the number of new members recorded during the same period last year. Macasaet also spearheaded the launch of the MySSS Pension Booster, the rebranded Worker’s Investment and Savings Program (WISP) and WISP Plus, designed to assist members in enhancing their savings and retirement funds.
EDUCATIONAL ATTAINMENT
Macasaet graduated with a Bachelor of Science in Business Economics (Cum Laude) from the University of the Philippines and obtained a Master’s Degree in Business Administration (Honors Program) from the same university. He also finished an Executive Program in Finance at Columbia University in New York, and a Diploma in Management Development at Harvard Business School in Boston, Massachusetts.
SKILLS AND EXPERIENCE
Macasaet gained extensive experience in public service. Aside from the SSS and GSIS, he also served in various leadership capacities in government-owned and controlled corporations (GOCCs), such as Philippine National Construction Corporation, Dasmariñas Industrial Steel Corporation, Skyway Corporation, and Tierra Factors Corporation from 1988 to 2005.
He also obtained two decades of professional experience in banking and financial services and public-private partnerships. He worked overseas under Philippine National Bank (PNB) as Vice President and General Manager in Los Angeles, California (USA) and Regional Vice President-ASEAN in Singapore. He served at BMO Bank of Montreal, Vancouver as Corporate Account Manager, Philippine Postal Bank as President and Vice Chairman, and Asian Infrastructure and Investment Bank (AIIB) in Beijing as Director. He was a Board Member of various private companies such as San Miguel Corporation, Bank of Commerce, Private Infrastructure and Development Corporation, PCI Bank, John Hay Management Corporation, Manila Hotel, Philippine Stock Exchange, Philex Mining Corporation, Union Bank of the Philippines and Philippine Long Distance Telephone, Inc.
AWARDS AND RECOGNITIONS
Macasaet was recognized by the University of the Philippines as the Outstanding Alumnus and Ateneo de Zamboanga University as the Atenean of the Year.
